Why did the Iranians let any planes fly then? Why would anyone get on a plane during that time? Some of them were visiting their families in Iran.

i can answer the canadians part....

most of the canadians were students in their 20's on break. canada has a huge iranian population so they go back home for winter break. there is no directs from tehran to toronto and the most widely flown route is through Kiev because it's super cheap on ukraine air. 138 of the 176 had toronto as their final destination, not kiev.

interesting part is this shows how much of a pussy country Canada is. if Iran shot down a plane where 138/176 were going to NYC I doubt we'd be so silent. when i say "doubt" i mean Iran might not appear on a map right now
