There is one incorrect statement in this long post. And it is for what the bond is concerned. I have seen, SEEN, with my own eyes the decree prepared by the Junta de Juego and signed by only one of the three members of the Gaming Board ( namely Norberto Delgado, Minister of Finance ). This was done beginning of March. The decree has never been executed due to the fact the other two members of the Board did not sign it. The decree was authorizing the Junta de Juego to pay PLAYERS owed via the bond.

I have been also reported by the Panamanian Authorities that in a previous case related to a landbased Casino the Junta used funds deriving from a bond tied to the casino license to pay players.

I don't post at MW so i don't care one way or the other what happen between you and Russ.But bringing up that you have a commission to complain to...is a insult to the players that was robbed!
I"ll deal with a Costa rican book over a book in Panama anytime.

This isn't too hard to figure out...

PAN AM'S failure to pay out gamblers they owe money to is:

1-NOT THE MAJOR'S fault...

2-NOT THERX'S fault...

3-NOT LUKE/LEGENDZ fault either...

Although people want to fingerpoint in lots of different directions, the one who CLEARLY should be blamed is the company BETPANAM, period!

It is time to put an end to this nonsense and fingerpointing which produces nothing but additional hatred. ALL primary advertisers promoted Betpanam, as the company paid for advertisement.

ALL primary advertisers, including SBR, were being sold lies and misrepresentation by the people directly involved with the book.

The only ones responsible for this debacle are Betpanam's management, who seemingly drove the book in the hole.

However, unlike other unregulated jurisdictions, players owed will be paid, primarily thanks to the Junta de Juego and other Panamanian Authorities who have decided to do what Betpanam should have done : the right thing.

Hasn't been often lately but I agree with TOW and Shrink.

PanAm was an orchestrated lie. SBR downgraded them the minute we learned their payout dept was closed for Christmas. I got several calls on my private family cell phone claiming everything was fine. Third world lying thieves.

OK, all except for Major Russ is in agreement here. Bet Pan Am self destructed and lied. A couple of questions. No flaming, why was everyone so slow to see this coming? If they were dumb enough to run their own place into the ground were they sharp enough to hide it from everyone? I have no stake in this whatever, never was there. I am as unbiased as you can get on this one. I am sure looking back on this everyone will say the warning signs were there. Second, and more important today, if anything good comes from this bad situation, have the watchdog sites learned from it? Will everyone so trusting be blindsided, again? My interests are purely selfish, or capital preservation. That is why I am concerned. Was Bet Pan Am a unique situation? Or just most current? This is an excellent thread, at least it cuts the fluff. SHRINK is right, this could happen to ANY BOOK at ANY given time.
