"Tell the Panamanian government you're going to call 60 Minutes and have them do a show on the fiasco if the bond money isn't disbursed pronto. Tell 'em the truth, that a 60 Minutes show would ruin the Panamanian government's credibility, costing the country mega-millions of dollars in foreign investment money. Then, if the Panamanian government doesn't come through, actually call 60 Minutes and tell 'em what an interesting story you have for them down in Panama. If 60 Minutes did stories on CRIS owner Sacco and on WSEX, they'll relish the idea of doing an investigative piece involving sportsbetting and the Panamanian government."
