You guys might live in a bad neiborhood, but for mine, it's not normal for that to happen, if everyone's yard is like that, fine then, but they're the fuvking only one, and it has to be near my house, that's fuvked up.

have your husband (boyfriend, dad, uncle or brother) go over and talk to the guy
it can be scary for a women to confront neighbors about things like this.
maybe you could bake your neighbors some cookies and take them over as a way to introduce yourself (get your husbands permission first)

Seriously though, the lawn had just started when I moved into this house in November. Guy had tried everything to get grass to grow including laying new sod before we moved in.
We watered it and that didn't work. We then put down seed which helped in spots but other spots kept dying.
Gave up since the landlord said it might not grow. Now we have weeds 3 feet tall all over. I get to go pick those on Wednesday.

I have a couple places for sale in my hood...and of course the lawns are knee high (nice job agents-and no, I don't care if it's the absent owners responsibility. If you want to sell it, DO IT!).
Sore subject...I had a place next door on the market that got so bad I called the agent & agreed to mow it just so I didn't have to get so pissed off every time I backed out of my garage. Prick stiffed me eventually & I didn't keep his phone # or name (they ditched him\the bank took over).
Only $50, but I'd still like to give him a more expensive reminder out of principle. Asshole.
