Back in the late 90s, people moved offshore to run sportsbooks and casinos.
Most presumed they could not return to the US (Some obviously disagreed) but most presumed this.
At some point around 2002 or 2003, owners of sportsbooks decided they could visit the US.
What exactly made them think this? Were they testing the waters?
I dont think anything is different now than in 98. People know not to come here and as long as they don't come here, the US can't do anything. I am not sure where the few years in the middle came from where owners thought they could come here.
