And who are the INDEPENDENT PARTIES involved in this?

i thought this was a UK government body to oversee the activities of all UK bookmaking companies.

I think it is backed up by the Gaming Commission and has teeth.

It is an organisation (consisting of three people I think)who step in when there is a dispute between a player and a bookmaker in the UK.

Both parties (book and player) agree to be bound by the decision of IBAS. The book agrees by being a member of IBAS and the player agreed when they sign up and agreed to the books rules.

I am taking a case involving William Hill to IBAS.

I bet the US at odds-against in-running during the Presidents Cup at the weekend. As you know the players agreed to call it a tie.

This should be a dead-heat, i.e. half the stake wins, half loses.

However William Hill voided all bets, contrary to its own golf rules.

Anyone else get shafted on this?

IBAS is an independant arbitration body set up to resolve disputes between bookmaker and customer. Most reputable UK bookmakers are members. It is seen to cover both parties and my experience is that seem to be independant in their findings.

Sorry about your problem with William Hill. They are extremely difficult to deal with.

During September/October their was 3 to 4 week delays on manual withdrawls because of 'technical problems'. They have also been banning winners recently.

I have sent a case to the IBAS before and never got a reply.

This does not help you but paddypower decided to payout on both the USA and the inetrnationals as a goodwill promotion.

In the market you placed a bet was it a win/draw/win market?

If not, did the rules are the market say draw loose?

If none of the above, you should email them first before going to IBAS. IBAS will deal with it however it could several weeks.

It was a win/win market. It wasn't supposed to end in a draw, a bit like a horse-race isn't supposed to be a draw.

Hills customer service behaved like ass-holes when tackled on the subject.

In tournaments affected by adverse weather, bets will be settled on the official result regardless of the number of rounds played, unless there is no further play after a bet has been struck in which case it will be void.
A player is deemed to have played once they have teed off. In the event of a player withdrawing after having teed off, stakes will be lost on outright, group, match or 18 hole betting.

Outright Betting : Non-runner - no bet. Play-offs will determine the tournament winner. Dead heat rules will apply for placings
72-hole Match Betting : The winner will be the player achieving the highest placing at the end of the tournament (playoffs included). If one player misses the cut, the other is deemed the winner. Where both players miss the cut the lowest score after the cut has been made will determine settlement. If one player is disqualified, either prior to the completion of two rounds or after both players have made the cut, the other player is deemed the winner. If a player is disqualified during either the 3rd or 4th rounds, when his opponent has already missed the cut, the disqualified player is deemed the winner. A price will be offered for the tie and in the event of a tie bets on either player to win will be lost. Where a match bet involves three players (threesome) the conditions listed above will apply, except in the event of a tie where dead heat rules will apply. Non-runner - threesome void.
Group Betting / Top UK Player etc.: Groups will consist of four or more players and the winner will be the player achieving the highest placing at the end of the tournament. Any player missing the cut will be considered a loser. If all players miss the cut, the lowest score after the cut has been made will determine settlement. Players are grouped together for betting purposes only. Non-runner - no bet, deductions in line with Tattersalls' Rule 4(c) will apply. Dead heat rules apply except where the winner is determined by a play-off.
18 Hole Betting : The winner will be the player with the lowest score over 18 holes. In the event of a 2 or 3 ball being rearranged, bets will be settled on the original pairings / groups. Non-runner - 2 or 3 ball void. In 2 ball betting where a price is not offered for the tie, then bets will be void in the event of this happening. If a price is offered for a tie this will govern settlement. Dead heat rules will apply to 3 ball betting.
When special bets are offered grouping more than 3 players together over 18 holes (e.g. 7-ball, 9-ball, etc) dead-heat rules apply. Non-runner no-bet. Deductions in line with Tattersalls' Rule 4(c) will apply.
Dead Heat In a DEAD HEAT for a place the stake money on a selection is divided by the number of runners involved in the dead heat.

The full odds are then paid to the divided stake, with the remainder of the stake money being lost. E.g. a £30.00 each way bet @ 10/1 on a player who shares third place with two other players. As there are now three players sharing the same placing this reduces your bet to a £10.00 each way bet at the same odds of 10/1. Your remaining stake would be lost.

General - IBAS generally publish their findings of complaints in the Racing Post (UK's betting daily newspaper equivalent to DRF) and therefore most bookmaker's accept their findings as it would be too much bad PR not to.

It seems to me that mug has been ripped off. There was no betting on the tie in this event because the playoff was supposed to continue until there was a winner. When the captains decided to call it a tie all bets should have been treated as dead heats, i.e. half the stake lost and half paid at full odds. You don't even need a specific rule to cover this case because it's so obvious.

If Hill's won't sort this out themselves then you could try IBAS, although I wouldn't be that optimistic. Most of the claims they get are from people who don't understand the rules and it's easy to rule against them. I think IBAS tends to assume that all complaints are of this type and that the "Big Three" never make mistakes or rip people off. That isn't true, but in the past I've seen IBAS rulings that don't even address the issues raised by the customer, and my experience it's difficult to get IBAS to see the merit of your case even when it's very strong.
