The thing with the Royals is the reason they were bad was due to ownership problems. Ewing Kaufmann didn't want to spend a dollar in his later years and the trust that took over the team was even worse. The A's and Rays were able to compete with an even smaller payroll than the Royals. It is amazing how these WC teams beat the division leaders. This is just like the Cardinals getting in on the last day a few years ago. The Phillies wrote their own demise by letting the Cards get in the WC and then the Cards beating them to knock them out of the playoffs.
They were not very good back in 1980 when my Phillies beat them in six games.....I was at the final game where Tug McGraw got the final out ending years of frustration as a Phillies fan....
The only way you really get the best teams is go back to the old system (pre-1969) and have the League Champs play in the WS only. Then again, do the 66 Dodgers or 60 Yankees feel cheated for losing as prohibitive favorites?
Only sport where the best team wins most years is the NBA. The american sports system is totally flawed but we accept it and hey it is exciting. But if you are looking for the best team to win every year, american sports won't provide that.
