I have some money in a dormant paypal account and it would be easier for me to just tranfer it to a book

None that I know of, ever since E-Bay bought them and they are traded on the stock exchange, they have shied away from online gaming.

If PayPal knows that the receiver of the funds is a book, no chance in hell they honor the transfer. If there is a book that still takes transfers that way then they are flaunting PayPal's rules and PayPal does NOT know that the receiver is a sportsbook.

Forget Paypal, except for Ebay of course.

NETELLER is far and away the best avenue for depositing and withdrawing funds.
