I have this twitching sound going on behind my wall - and from time to time I get an extremely mild shock by touching keys on my computer's keyboard - obviously, I am going to get someone to look it this week but I wanted an opinion - at first I thought the roof was leaking because it sounds like water dripping on the floor but its not water related

Not an electrician, but know a good amount about home wiring... The sound is in proximity to the keyboard? The sound is consistent?

Electrical problems can be very serious. You could have some open wires sparking or something behind that wall. I'd get it checked out ASAP if I were you.

It is pretty hard to raise sect 8 rent, much harder than non-sect 8.

don't know how you do it, I'm not cut out for it. Tried it once , I lasted two yrs . Headaches. Sold and bought a vacation property in Blue Mountain- a 3rd party handles its management. Other option for passive income? covered call options selling (with the underlying being broadly based). Evidence based. ALWAYS the seller. Buying is for the gamblers, .
