Whats your precise definition of a terrorist attack?
Is it:
Someone who fights back?
Someone who invokes their absolute right of self defence, and fights back?
Someone you dont like who kills people you do like?
Someone who gives their life for a cause they believe in.
Someone whos an idiot and kills people for fun.
Someone whos an idiot and kills people for a cause they believe in.

Anyone thats a threat to you, and your family, and your culture, has to be shown the door, no matter who you are, or where you are.
This is the absolute right of every individual, everywhere. And no written law can ever cirumvent that, or be allowed to circumvent that.
