SPRINGFIELD — The Illinois House voted Tuesday to lift a smoking ban in all of the state’s casinos during a debate that pitted the health of bettors and casino workers against hundreds of millions of dollars in lost revenues.
The proposal, which passed 62-52 and now moves to the state Senate, represents a significant softening of the state’s 2008 anti-smoking law that banned tobacco use in virtually all indoor public areas.
“Ladies and gentleman, if we’re serious about our budget crisis in Illinois, let’s be real. This is not about the smoking issue. This is about the money,” said Rep. Dan Burke (D-Chicago), the bill’s House sponsor.
Burke said the smoking prohibition has cost the state $800 million in lost casino-tax revenues since the imposition of the ban and has caused East St. Louis, home of the Casino Queen, to lay off municipal workers.
Burke said getting rid of the ban in the state’s casinos would put Illinois’ gambling venues on par with casinos in neighboring states that allow bettors to smoke. Under his legislation, the ban would be re-imposed if any border states barred smoking in casinos.
But opponents argued that other states have added casinos, which partly accounts for Illinois’ sliding casino tax revenues, and that carving out an exemption for casinos will embolden other businesses, like racetracks, bars and restaurants, to seek furthern exemptions that would weaken the statewide smoking ban.
“It’s a slippery slope,” said Rep. Karen Yarbrough (D-Maywood), who was the chief House sponsor of the 2008 anti-smoking law.
Yarbrough said allowing smoking in casinos will put the health of casino workers at risk.
“Why are their lives any less important than people who work anywhere else?” she said. “I didn’t hear any debate about what kind of increased costs in terms of hospitals and health care costs as a result of going back to what we did before. I hear the argument on one side about this being about the money, but we’ll spend more if we allow this practice,” she said.
A report by the General Assembly’s Commission on Government Forecasting and Accountability characterized the indoor smoking ban as “the biggest contributor” behind a 28-percent decline in casino revenues since January 2008.
That 2010 report also noted casino revenues for Chicago-area casinos dropped by nearly 33 percent since the smoking ban was implemented, while gambling receipts for four neighboring Indiana border casinos fell only .4 percent during that same period.
“We have to provide these legitimate business enterprises a competitive playing field,” Burke said.
After Tuesday’s vote, an American Lung Association official angrily accused Burke of having “blatantly lied” in presenting the bill to House colleagues when he said Indiana had passed an anti-smoking prohibition that exempted casinos. In fact, Indiana has not done so.
“Since when do we lie blatantly during House floor debate to pass a bill in Illinois?” said Kathy Drea, the American Lung Association’s vice president for advocacy.
Burke later said he did not deliberately attempt to mislead House colleagues and that he had been given erroneous information about Indiana from a representative of Illinois’ casino industry.
“I don’t think it was compelling enough to persuade the 62 who voted for this,” Burke said.

Smokers are like modern day lepers. Most of them couldn't give two shits about their disgusting habit that affects so many. I look forward to the day that smoking is banned in all public places.

There should be smoking gaming area, and non smoking areas.

I agree smoking is disgusting and it does piss me off, but I don't like the government telling businesses what to allow.

If a casino/restaurant/bar etc..wants to allow patrons to smoke, that is their right, and if you don't like it, don't visit the establishment. If enough people feel the same way about it, then they will eventually outlaw smoking on their own because that's what the free market demands.

There is no reason to get the government involved.


As billhill said also, there are non-smoking areas in most casinos. I like playing in them, not only is there no smoke, but for the most part, they are completely empty. :lol:

Agreed. Thankfully most of the casinos I visit have non smoking areas. I don't care what you do though, you will reek like cigarettes while you are in a casino - smoking or non.

I hate cigarette smoke but when I am in a casino that doesn't have non-smoking areas I light up a big cigar and I am dick to the cigarette smokers and absolutely destroy them with my smoke.

Yup. Last weekend was the first time I went to a casino since the Bash, and the smokers were just pricks.

I look forward to the day that all smokers drop fucking dead and the entire world is smoke free... I'll hold my breath on that one.

Its amazing to me that when I walk on the beach , I can smell the cigarette some fat loser is smoking 200 yards away.

I never thought I would agree with that statment 10 years ago.
Its a filthy habit I gave up 10 years ago after smoking for about 30 years.

A year ago I remember sitting in a doctors office with my best friend (since before grade school) when the doctor told him there was nothing more they could do for him and to just go home. Two weeks later he was dead from lung cancer from smoking.

I can understand how older people in their 60s and 70s smoke but cannot understand with all the risks known now and the expense how kids and young adults decide to start smoking. My wife's dad smoked most of his life and sounded like he would cough up a lung. His wife said to him if he wanted to see his grandchildren grow up he better stop smoking or he will be dead soon. That was over 20 years ago and he's still alive now and has seen his older grandchildren graduate college, get married, and even get to know his great grandchildren. I have never smoked in my life so I don't understand how additive smoking is, but I hope everyone who wants to quit smoking the best of luck and strength to do it.

Casinos with non smoking sections are a joke. They usually compromise about 15% of the floor area. It just doesn't work.
And what about the employees? You are forcing them to inhale smoke 8 hours a day, in order to keep their jobs.
The government in Ontario phased out smoking in our casinos years ago. They realized that in the long run, the money they lost in revenue was less than the cost to the health system.

We are talking about casinos for Christ's sake. I'm pretty sure that alcohol has killed more innocents than second hand smoke. As far as I'm concerned, you either ban the sale and usage of cigarettes altogether, or you stop enacting all these bans in privately owned establishments.

Absolutely! I can not tell you how frustrating it is to own a business and have the Govt tell you that you can not allow people to smoke in your premises. The only thing in the whole country that I can think of that is completly legal to do, but regulated against doing it in certain establishments against the owners wishes.

Haven't smoked now for 3 years. although I gotta admit, wouldn't care whether smoking in a casino is still allowed. Add's to the vibe of the casino imho.
