PHILADELPHIA (Reuters) - Governors of five U.S. states urged the federal government to provide $1 trillion in aid to the country's 50 states to help pay for education, welfare and infrastructure as states struggle with steep budget deficits amid a deepening recession.

The governors of New York, New Jersey, Massachusetts, Ohio and Wisconsin -- all Democrats -- said the initiative for the two-year aid package was backed by other governors and follows a meeting in December where governors called on President-elect Barack Obama to help them maintain services in the face of slumping revenues.

Gov. David Paterson of New York said 43 states now have budget deficits totaling some $100 billion as tax revenues plunge.

"It's clear that the federal government needs to step in and jump-start the economy," said Gov. Deval Patrick of Massachusetts.

The latest package calls for $350 billion to create jobs by building or repairing roads, bridges and other public works; $250 billion to maintain education; and another $250 billion in "counter-cyclical" spending such as extending unemployment benefits and food stamps, which are typically a responsibility of the states.

The remainder would be used to fund middle-class tax cuts, stimulate the embattled housing market, and stem the tide of home foreclosures through a loan-modification program.

Gov. Jon Corzine of New Jersey said he hoped some of the $700 billion authorized by Congress in the Troubled Asset Relief Program would be available to help the housing market.

The governors said during a conference call with reporters that the plan had been discussed with Congressional leaders and the incoming administration, which had indicated its willingness to help.

"The Obama team has been very receptive in listening to us," said Gov. Jim Doyle of Wisconsin. He said "quite a number" of other governors back the initiative.

The Republican Governors Association, however, said the level of federal aid being sought would create a burden for the future.

"The proposal by the Democratic governors goes beyond things like 'shovel-ready' infrastructure projects and is essentially a bailout of these states' general funds," Nick Ayers, executive director of the Republican Governors Association, said in a statement. "Now is the time to focus on finding cost-effective ways to provide essential services without burdening future generations with ever greater debt."

Doyle of Wisconsin said the plan would allow states to maintain essential services at about the current level until 2010, when the national economy is expected to begin a recovery.

The proposal comes amid expectations that the Obama administration, which takes office on January 20, will provide hundreds of billions of dollars in economic stimulus to boost the shrinking U.S. economy and halt the loss of jobs.

Paterson of New York said his state's budget deficit has surged to $15.4 billion currently from $5 billion in April 2008, despite a 3.2 percent cut in the education budget.

Corzine said the money called for represents about 3 percent to 3.5 percent of the economy, equivalent to the amount that the economy is expected to contract by over the next two quarters.

In light of the $700 billion provided to bail out the financial industry, "It's not shockingly large," he said.

I love how the mainstream media still refers to the banker bailout (takeover) as $700 billion. It's well over $8.5 trillion at this point.

I wouldnt give MA a dime. This state claims that the MA Turnpike runs in a deficit each year even though it takes in $114 Million in tolls. The highway is only 130 miles end to end and has no bridges. F*cking bastards.

short version is that these 5 states are asking for money to fund services like healthcare, infrastructure, education, and welfare. A 6th state, my state led by ultra-lib Rendell, is getting in line as well

frankly i could care less if all 5-6 governors were libs or gop, as they are all basically the same now (save for Ron Paul) but since you seem to be ignorant to what the article is explaining, listen to it online right now

banks and auto industry got trillions thrown their way, now these states that have massive budget deficits are lining up behind them...that's the bottom line

hope some folks had a chance to listen from work as it was an excellent and informative segment

gtc, i really don't care to make this state bailout a democrat vs republican deal but a few facts that cannot be ignored:

1- there are only 21 republican governors and, at least 5 of them (SC, CA, VT, ID, TX) already said they aren't taking bailout money. No such democratic governor, of which there are 29, have said they aren't interested
2- only 41 of the states are in a deficit and even those 41 total $100B, yet these governors are asking for $1T?
3- so nice of the big 5 governors to ACT LIKE they are speaking on behalf of 50 states for which they are absolutely NOT!

Incredibly these 5 tools came to the Feds asking for $1T because they are 5 of the states in the most debt and, at least 4 of them, with large populations. Thus, if money is in fact granted it would most likely either be given by a) need, b) population. Add to that they can wipe both TX and CA off the map as those governors are rejecting this package and guess what happens if the fed gives money based on population? you got it...NY, PA, OH would be all in the top 5 handouts with NJ not far behind and WI and MA both also placing in the top 17.

And, if this bailout goes through, do you not think the Federal Govt would want some say on state budgets for those states that received money? All I see is government getting bigger by the day and it's disgusting to me. Probably fine for gtc's of the USA that think gov't is the answer but truly abymsal for a small gov't kind of guy

sts, read my last post again...several states (all with GOP governors coincidentally) have already shot down interest in having their hand out in this plan. 4 of them are actually in a budget deficit themselves and still don't want the handout. So, while this is not entire about party affiliation, I don't see any lefty govs speaking out about this bullshit

can you imagine being 100k in credit card debt and going to a bank to ask for $1M? That is basically what these 35-37 states are doing...complete insanity
