THIS ISSUE: Senate Parliamentarian deals another blow to amnesty in budget reconciliation, but issue still very much alive

FRI, OCT. 1[SUP]TH[/SUP]
After Senate Parliamentarian Elizabeth MacDonough last week rejected Democrat plans to insert an amnesty for more than 8 million illegal aliens into its massive budget reconciliation bill, one would think that the issue was finally dead. But that couldn't be further from the truth.
Senate Democratic leaders submitted a second amnesty proposal for around 6 million chosen in a different way.
On Wednesday this week, MacDonough responded. She told Senate Judiciary Chairman Dick Durbin (D-Ill.) that his alternate amnesty plan -- which would allow green cards to be awarded to illegal aliens who entered the country prior to 2010 -- would violate Senate rules.
Sen. Durbin said he was "disappointed" by the Parliamentarian's ruling, but acknowledged that it was a tough task. However, Sen. Bob Menendez (D-N.J.) indicated that amnesty supporters in the Senate aren't giving up. He said that they're working on a third amnesty plan to present to the Parliamentarian.
Further, the Parliamentarian has yet to make a ruling on the other provisions in the Democrats' proposal, which, in part, would "recapture" and issue more than 600,000 "unused" green cards dating all they way back to 1992. (In reality, there are no "unused green cards" since any green card that's not issued in a fiscal year automatically rolls over and is issued in the next fiscal year.)
Pelosi refuses to decouple budget reconciliation and infrastructure
Meanwhile, on the House side, Speaker Nancy Pelosi reversed course twice this week, cancelling a scheduled vote on the Senate-passed bipartisan infrastructure bill on Thursday night.
Back in August, Pelosi sided with the House Progressive Caucus that was demanding that the fate of the bipartisan infrastructure bill be tied to the budget reconciliation bill. But earlier this week, she said that she was decoupling the two bills to make good on a promise to House Moderates to hold a vote on the infrastructure bill this week. Recognizing that she didn't have the votes to pass the infrastructure bill, Pelosi cancelled yesterday's scheduled vote and recommitted to combining the two bills.
Keeping the two bills tied together makes our task of keeping immigration out of budget reconciliation more difficult since amnesty and the green card expansion are top priorities for House Progressives.
Hopeful news
Obviously, the Parliamentarian's ruling this week was good news. It's becoming more apparent that she's not going to allow any sort of amnesty to be included in budget reconciliation. But a word of caution... Senate Democrats can always ignore the Parliamentarian's ruling.
On the House side, Pelosi is working around the clock to put together an outline on budget reconciliation that all Democrats can rally around. Her initial outline includes three priorities -- health care, family issues, and climate change. Missing from the list -- immigration.
Despite these good signs, there's yet to be a single Democrat to publicly say that immigration shouldn't be in the final budget reconciliation bill. Until that happens, we have to assume that Democrats still have enough support in both the House and Senate to include these terrible provisions.
It's important to note that after today, the next House votes aren't scheduled until October 19. But Pelosi can always change the calendar or recall Members back from their break if there's a deal struck on budget reconciliation.
The Senate will remain in session, and our Capitol Hill team is hearing that Sen. Thom Tillis (R-N.C.) plans to ask for unanimous consent next week to pass his bill that would recapture employment-based green cards that weren't issued as a result of the COVID-19 pandemic.
We continue to post new actions on your Action Board, urging your Members of Congress to reject adding immigration provisions to the budget reconciliation bill. Please continue to look for these actions and our action alerts.

TV AD
Click on the image below to watch our most recent television ad that explains the chain migration multiplier with every amnesty.

Our TV ad makes clear in unsettling detail that each amnesty is not about just one person. Each amnestied illegal alien can start a process to get lifetime U.S. work permits:
-- for their brothers and sisters in other countries,
-- for their adult children in other countries,
-- for their parents.

And each of the siblings and adult children can immediately bring in their spouse and children. Each of those spouses can eventually petition for their parents and siblings. Etc. etc. etc. etc.!!!!!!!!

When immigration enthusiasts talk today about giving amnesty to 8 million illegal aliens, just think how many of their relatives will eventually also get lifetime work permits and a path to U.S. citizenship.

THIS ISSUE: Pres. Biden continues to lose support from key groups on immigration

FRI, OCT. 8[SUP]TH[/SUP]
Immigration is the fourth most important issuefacing the country, according to a recent survey of 1,500 U.S. adults conducted by The Economist and YouGuv. Respondents ranked only healthcare, the economy, and climate change as more pressing issues.
With an ongoing border crisis that's now entering its eighth month, immigration ranking fourth may not sound like a big deal. But the percentage of respondents who ranked immigration as the most important issue jumped by 42% compared with the same poll from just a few weeks earlier. This is a significant jump in public opinion, considering the extremely limited media coverage of events along the border.
On the immigration question, 48% said the issue was "very important", while another 32% said the issue was "somewhat important".
What should be most concerning for the Biden Administration is the major shift among white men with a college degree. This group, which was pivotal for electing Biden to the White House, ranked immigration as the most important issue overall.
A new Quinnipiac poll should also be concerning for the Biden Administration. Most significantly, the poll found that 69% of Hispanics disapprove of Pres. Biden's handling of immigration.
While some may think that the administration's failure to deliver on one of its signature issues -- amnesty for illegal aliens -- is driving the result, the poll found the opposite. 41% of Hispanics think that the Biden Administration isn't aggressive enough in its enforcement of immigration laws compared with just 20% who think the administration's efforts are appropriate.
On the border crisis, 67% of all respondents disapprove of Pres. Biden's handling of the issue, including 96% of Republicans and 73% of Independents. In fact, Pres. Biden is upside down across every demographic group except for Democrats. But even amongst Democrats, 50% either disapprove or didn't express an opinion.
Despite the recent polling, the Biden Administration seems to be doubling-down on its immigration agenda. In recent weeks, it has made public new regulations to rescind the successful Remain-in-Mexico policy and to reissue Pres. Obama's DACA executive amnesty.
Further, DHS Secretary Alejandro Mayorkas issued new enforcement priorities last week, protecting most illegal aliens from removal. Meanwhile, the administration and Senate Democrats continue to look for a way to grant amnesty to illegal aliens through the budget reconciliation effort that is acceptable to Senate Parliamentarian Elizabeth MacDonough.
Trump voters most concerned about negative impacts of mass immigration
Americans who voted for former President Donald Trump in 2020 are deeply concerned that mass immigration could adversely affect their job prospects and wages, according to polling released by the University of Virginia on Thursday.
61% of Trump voters expressed concern over receiving lower pay due to high levels of immigration. 59% are concerned that high immigration could prevent them from getting a higher paying job, and 51% are concerned that high immigration could cost them their job.
While Biden voters weren't as concerned about future job and wage prospects, they did express concern over higher taxes and increased crime due to uncontrolled illegal immigration.

As Obama indicated in his interview, there is a tension between Americans' openness to the world and America's ability to absorb the world. The benefits of moderate immigration levels include tight labor markets, better wages, more economic opportunities for women and the less-skilled, less demand on resources and infrastructure, greater access to the outdoors, and greater hope for protecting wildlife and wildlands, and open spaces. We are moving further away from a system we can sustain.

[h=3]THIS ISSUE: Leaks & Sec. Mayorkas statements suggest immigration enforcement is virtually ended.[/h]FRI, OCT. 15[SUP]TH[/SUP]
Since President Biden assumed office on January 20, 2021, his administration has taken deliberate actions to facilitate illegal immigration into the United States -- including assisting smugglers to complete human trafficking operations -- and to end the enforcement of immigration law in the interior of the country.
As long as jobs and taxpayer-funded government benefits are available to those who are unlawfully present in the U.S., preventing illegal immigration will remain a challenge, no matter who is President. However, the crisis we are now facing is due precisely to the Biden Administration making it clear to the world that anyone who can get into the U.S. by illegally crossing the border, or by violating the terms of their visa, will not be subject to immigration law unless they commit another serious crime; and even then the likelihood of removal remains slight.
The effects of the actions implemented by Secretary of Homeland Secretary Alejandro Mayorkas have been obvious as the U.S. southern border has been overrun by illegal border crossers. This week we got a glimpse of some numbers which reveal the extent of the crisis; numbers Sec. Mayorkas has failed to provide to the American people.
Bill Melugin and Adam Shaw, who have done great reporting on the situation at the border, relayed information from documents leaked by a source in the Border Patrol showing that:
At least 160,000 illegal immigrants have been released into the U.S., often with little to no supervision, by the Biden administration since March -- including a broad use of limited parole authorities to make more than 30,000 eligible for work permits since August, Border Patrol documents obtained by Fox News show.
In addition, 40,000 more illegal aliens have been released since August "on their own recognizance," which means that DHS is hoping they check back in with ICE at some point in the future. It is not a notice to appear in court on a specific date. That's more than 70,000 illegal aliens released into the U.S. by DHS in less than three months who are essentially scot-free.
The use of parole shows the Biden Administration's deliberate attempt to regularize illegal immigration, circumventing laws that require the apprehension, detention, and removal of any alien who has no right to be in the United States.
Here is how former Border Patrol Chief Rodney Scott described parole:
[FONT=&quot]'By law and regulation a parole shall only be granted on a case by case basis and only for significant humanitarian reasons or significant public benefit. Neither of these appear to apply to the current situation.
[FONT=&quot]'As a field chief, I don't believe I ever approved more than 5 or 10 paroles in a year,' he said. 'When I did, I ensured that the alien was monitored continuously and was detained or removed as soon as the circumstances allowed.' (emphasis added)[/FONT]
[/FONT]
[**NOTE: The Biden Administration also used parole to admit most of the Afghans who were evacuated followed the U.S. military withdraw. Only a small percentage of Afghans who came to the U.S. provided aid or assistance to U.S. forces.**]
The Biden Administration is abusing its parole authority to grant large numbers of illegal aliens open-ended work authorization in the U.S. Many of those who are not paroled in the country are still being released without notices to appear in court. Even without work authorization any illegal alien released into the interior will be able to work illegally with little hindrance because Secretary Mayorkas also announced that DHS will officially halt worksite enforcement operations targeting those illegally working in the U.S.
It comes as no surprise given months of enforcement roll-backs that another source at Border Patrol revealed that the agency "encountered" 1.96 million illegal border crossers in FY21, 1.6 million which occurred after Pres. Biden took office.
All of this comes as part of Mayorkas' announcement last month that DHS no longer is tasked with enforcing immigration law, the law he swore to uphold and is required to do in his job as DHS Secretary.
'The fact an individual is a removable noncitizen therefore should not alone be the basis of an enforcement action against them," Mayorkas wrote in new enforcement guidelines on September 30. 'We will use our discretion and focus our enforcement resources in a more targeted way.'
By which Mayorkas means that almost all those who are illegally in the U.S. will be exempt from any enforcement actions.
To top it off, on Wednesday Stephen Dinan at the The Washington Times reported that DHS was circulating a draft proposal the would "severely curtail its attempts to strip citizenship from people who were naturalized based on fraud."
Robert Law at the Center for Immigration Studies who worked at U.S. Citizenship and Immigration Services under the Trump Administration said "By this policy, Mayorkas is saying that citizenship really is meaningless and that immigration fraud is rewarded."
