Actually things are looking up for all four teams. Phillies are loaded with top 100 prospects in MLB including several in the top 10. As far as payroll only the Dodgers can outspend the Phillies in that National League. I think they are willing to go $175-180 million as the team improves and they want to add free agents. They will definitely outspend everyone in the NL East when the time comes. Within 3 years the Phillies will be contending for the pennant and winning at least 90 games a season.
The Eagles have some really good defensive players they are building around. Fletcher Cox is one of the best defensive tackles in the NFL. They are still a few years away and have to have two really good drafts to get the team back to a contender. Bradford is still a question mark even though they signed him for two more years. The division is so weak it's not going to take much to become a playoff team again.
The Sixers own the 2016 draft in the NBA. They have three first rounders now one being their own. Even with the ping pong balls they will pick no worse than fourth with their pick with an excellent chance to pick first or second or third. They also have Miami's and OKC's pick. If the Lakers end up in the fourth slot they get the pick as it will no longer be protected. Saric is supposed to come over from Europe to play for the Sixers in the 2016-2017 season. The big question is can Embiid stay healthy. Okafor has hit a wall, is currently injured and Noel has been a bit erratic lately. Things are looking up and they will have the money to sign any number of free agents if they can convince them to come to Philly. They are not dipping into the FA pool for next season but I think they will be major players the following season if they have a good draft.
Finally the Flyers. They are heading in the right direction. Hextall has done a great job stocking the minors with guys ready to play next season. The "Ghost" looks like the real deal. Dave Hakstol has the team playing much better. I think all the teams have bottomed out and the future looks bright. I think three years from now all four teams will be in the playoffs.
