Thats nonsense. I agree the refs can have impact. I never say nothing is fixed but if the refs are rigging it the question becomes is it for their betting purposes, someone they work for or is the NFL league(specifically who) doing the fix. And when asked about how certain games can be fixed with some of the ending like NE/Seattle no one gives real answers. It's rigged. If it's on TV and you can bet on it, there will be corruption. Someone already knows the outcome of the SB with 100% certainty. I doubt anyone here is privy to that information though.
If you are talking betting the best way would be to hire a ref crew for a year and get them to slightly skew calls on your favor to more likely get a fix not guarantee one. Of course how much woulds you have to pay them to do this and shut your mouth all while betting these games but not too much to not draw attention. Could you make a profit? Maybe. A straught fix would also likely be huge amounts of money bet ansd always wins. A straight paid off fix seems a bit silly considering how close most of these SB are. You could actually make more of a case it happened it the 70s-80s more than now.
If anything I think much of it is eyes on big games. Refs not wanting to call penalties in clutch moments and good teams either don't make penalties or cause others to panic and make them so they become more noticeable.
