So why would unvaccinated people have to take Covid tests under Biden vaccine mandate, but vaccinated people would not

CDC Director Walensky just confirmed, "vaccinated people can still transmit the virus." So explain to me why we're mass firing Nurses/Police/EMT/Airline workers/teachers etc? What she said means in effect "everyone can still transmit this virus regardless of vaccination status."
