who is the best capper on here
Right now my vote would be the guys on the Tiki & Tierney WFAN radio show in New York. Over almost 200 selections (one per day) since mid-May of last year they are a documented 60.7% ATS. They have hit 7 of their last 8 picks (all hockey and each one at plus odds). Can't get much more consistent (or successful) than that. Check it out on this forum with the title "22-1 ATS." They have another hockey game going tonight.

Recent record I was able to track: 9-1 CBB, 46-16 NBA. They post all picks shortly after the games start on their site for transparency (the old RAS style, for those who remember).

Depending on which statistical textbook you want to consult regarding sample size and statistical power, you would need closer to 20,000 to 50,000 plays before you could feel confident in concluding someone could hit 60.7% ATS

All I know is that for the past 8 1/2 months (covering several different sports) - these guys have been a money-making machine. Hit their hockey pick again tonight making it 8 out of the last 9 - all at plus odds. Their documented record is 112-72 (60.9% ATS). Don't know any other handicapper on this website that can beat that during this timespan.
