If the Buffalo Bills make the playoffs this season, it does not necessarily make them the most overrated team of all-time. While they have underachieved in the playoffs relative to their talent and hype, calling them the most overrated ever is premature. That is an extreme label that requires looking at their full body of work over multiple seasons and postseasons. The Bills are a good but flawed team that has disappointed in recent years, but other teams could also be considered overrated based on lack of championship success. Their legacy is still being written, so more perspective is needed before making that determination. A deep playoff run or Super Bowl win would invalidate the overrated label.
It was based on this past year

At the same they were second third most likely to win the Super Bowl despite being pretty live to miss the playoffs altogether

They have been overrated for sure, though I agree they’ve done enough to avoid the “most overrated ever”

Though things aren’t looking great for them this year

Possible if you go back to the Jim Kelly era. It's just really hard to compare generations with other teams generations. The game is constantly changing little by little and the athletes seem better than those of the past physically.

But it's always fun to look, observe and comment bout the "what if" and "if only." It makes it hard to deal with the "Now's" when you start thinking that way...good question though.
