Why is S. Miss giving points

I don't understand this line at all?? How are they giving points to TCU ranked in the top ten?? I'm not a great handicapper just looking for some advice on this. Thanks in advance

2 conferance undefeated teams warrants a pk IMO. Throw in the 2.5-3 for home field.
