If horse racing is struggling so much(which I’ve been hearing now for 2 decades), why do purses keep increasing and increasing and increasing every year?

Been around the game for 30 years and watched Arlington close right before my eyes. Politics play a role, shit fields, and over saturated wagering options along many sports, But you can clearly see California is regressing , Golden Gate just closed,
