Carr can't play under pressure. He builds his yards/completion percentage stats with short passes. Most of all, he is a loser and continually finds ways to give games away. He is an average NFL QB.
With all of that, I think the best fit for him is actually the Ravens where the discipline of that offense would complement his skills. I'm not sure if Baltimore is ready to pull the plug on Jackson or not, but they have to be concerned that, if they franchise him, he sits out and then they are stuck.
