What would neteller gain by closing now?

If I ran the company, and was already up shit's creak with the feds, I'd just keep running it and tell them, block us if you can.

Now if the feds say, shut down, and all is ok, then you have a different story.

How does continuing to deal with the states affect that?

IF that is the concern, simply split the business in two.

Closing to the US now,does not make you a non criminal in the eyes of the DOJ.
