Its the conservative boom/bust system, he's devaluing the dollar, which will make the US 'more competitive'.
(runup a deficit/and have tax cuts)

It also means that a shedload of jobs will be lost before the boom bit comes through.

+If the oil price goes up too much it could get even messier.
