Are there any offshore books that actually keep their operations within the United States? More specifically is it possible to have a foreign address and tax status yet keep operation in the States?

Don't know how this would be possible but have someone who told my wife of an "offshore" book running their business in a top 30 US city?

Looking to be enlightened.

Thank you Judge. I figured it could be done but would be rather frowned upon to say the least. Are you aware of many operations? If you know and cannot answer, I understand.

I know of one operation that is almost run in the US with the owners and the main marketing people having an office in the US with a non-related business name on the door. The owners are smart though and any checks or business transactions are sure to have their corporate name on it including figurehead Tico names for controlling partners. All monies are linked to foreign bank accounts. These are guys that put up their money and direct operations down there, but just don't want to live in CR for whatever reason.

The U.S. allegedly plans to go after companies "aiding and abetting" online and offshore gaming. New York State's AG office has already been doing this, notably with their lawsuit against PayPal.

So even setup where there is an arm's distance relationship -- e.g. operating a "marketing" company for the book -- could be subject to attack.

I can't see any reason why not to establish significant operations in Costa Rica. Then the matter of discretely handling a few U.S. "investors" and/or "consultants" has less risk.

Canada, on the other hand, hosts non-bet-processing operational centers for many sportsbooks.
