I will disagree with that. When Woods won in 2000 it was on a much harder golf course. 2nd place that year was 3 over par. There are 35 golfers at this years open that are better than +3 right now. What Rory is doing is very impressive though. Lets hope he doesnt choke it away again.

With all of the rain that they've had at Congressional and very little wind, the course is like a pit bull that has to wear a muzzle. The golfers aren't afraid to shoot at pins because the putting greens are holding at only about 13 on the stemp meter when they are normally 14.5. HUGE difference. Most of the balls are staying on the greens. If it had been a typical week with 90 degree temps and 20 mph winds, this tournament could have been a much different story.
