2.Plutonium-239
Cheap to produce from low grade uranium in reactors (Iran Has a reactor)
Difficult to build the Bomb

Now Like i said before their is one other option which is not a WMD.
DIRTY BOMB
Conventional explosives in radio active caseing to shelter radiation

If a terriost gets a hold of a Dirty Bomb it will be all over for up to a million or so people

No, where did you get that info from? A million or so people? I'm no expert but from what I've read a dirty bomb would not effect more than a city block. Cause panic sure, but no way would it kill a million people.
