i've seen payroll done in many different companies....and i'm pretty sure bi-weekly means every 2 weeks (26 pay periods in a year) and semi-monthly is twice a month (24 pay periods in a year)....

As for the hokey definition provided by NES (from a trustworthy source) we must recall that the "Bi-Centennial" was the celebration of two centuries, not half a century
