There are certain laws about foreigners owning property within a certain distance of the ocean. You might want to ask WolfieCR, but I think you might be able to get around this if you form corporation and buy the property under the corporations name?

technically speaking .......not even a CR citizen can "own" property right "there", you "lease" the land from the Municipality

also there is no such a thing as a private beach here........however you might get close to that if the area is remote and/or has difficult access

Here is a resort that was built. I was looking at this place not too long ago when I was considering the option of marrying someone. I am sure you could build something just like this for under $2M. This isn't quite "on the beach" but a beautiful view and very marketable for weddings, parties, etc.

The one I posted IMHO looks top of the line. The name is Villa Cascada. http://www.villa-cascada.com/
You can rent a bartender, it has maid, servers, etc. Very nice.

I think from a business perspective you should research the market. Hotels and Taxis are a dime a dozen in CR. So you need to find a niche. Secondly, understand that the roads aren't good in many of these areas with "astonishing views". So getting you clients to the resort will need to be logistically planned. Marketing is key also, since there are so many of these how are you going to reach a lot of people and what key features are you going to provide the customer that all the other resorts are not doing?

Lastly, I would say watch the travel channel. They had an episode on Costa Rica. If you can get your future resort some air-time of one of the travel programs, you will certainly help your business.
