There's been lots of speculation this week about whether Sen. Barack Obama has an Iraq problem. He does now.

His comments Wednesday, saying that he will "continue to refine" his plan to withdraw combat troops from Iraq inside of 16 months, seems likely to leave the campaign on the defensive on this issue for days or weeks.

And it increases the likelihood that his trip to Iraq later this month will not turn out like Obama wants it to.

There will be only one relevant question now out of Obama's trip now: Do you stand by your plan? Obama is unlikely to give a direct, yes-or-no answer -- and that's where Sen. John McCain and his allies can and will pounce.

Obama has almost always built in some wiggle room into his proposal -- including promises to consult with commanders on the ground -- but surely not always. For point of reference, go to Obama's own campaign Website:

"Obama will immediately begin to remove our troops from Iraq. He will remove one to two combat brigades each month, and have all of our combat brigades out of Iraq within 16 months. Obama will make it clear that we will not build any permanent bases in Iraq. He will keep some troops in Iraq to protect our embassy and diplomats; if al Qaeda attempts to build a base within Iraq, he will keep troops in Iraq or elsewhere in the region to carry out targeted strikes on al Qaeda."

That's pretty unequivocal.

Obama's migration to the political center has been well-documented, and is already a frame McCain is building around his candidacy. But Iraq -- this is qualitatively different, an issue that lives on a higher plane, since opposing the war was the rationale for his candidacy in the first place.

FARGO, N.D. -- Barack Obama struggled Thursday to explain his plan to end the war in Iraq, calling a rare do-over news conference to insist that he was not softening his campaign pledge to withdraw all combat troops within 16 months of becoming president.

In his initial remarks on an airport tarmac here, Obama had emphasized caveats that seemed to suggest his timetable might slip, saying he would "refine" his policies after he consulted with U.S. generals on a trip to Iraq he plans to make this summer.

The confusion underscored the challenge Obama confronts on his signature issue. In the primary season, he stressed his promise to bring the troops home by a firm date, and it helped propel him to become the likely Democratic nominee. Now, as he faces an opponent who is a war hero, and tailors his message to the broader electorate, he is also trying to present himself as a commander in chief who will listen to the military brass.

Obama's attempts to explain his stance could leave some Democratic voters disenchanted. Since locking up the nomination, he has moved toward the political center. He has downplayed his criticism of the North American Free Trade Agreement, opted not to stick to campaign spending caps and backed a bill that bars invasion-of-privacy lawsuits against phone companies that cooperated with President Bush's wiretapping program.

"Iraq was the defining issue of Obama's primary campaign, and now it is defining him as the self-interested, typical politician he really is," Republican National Committee spokesman Alex Conant said. "Obama's Iraq problem undermines the central premise of his candidacy and shows he places political expedience above everything and anything else."

On Thursday, Obama shifted his emphasis in his first news conference, choosing to stress his need to consult with the military's top leaders.

"I've always said that I would listen to commanders on the ground. I've always said the pace of withdrawal would be dictated by the safety and security of our troops and the need to maintain stability. That assessment has not changed," he said. "And when I go to Iraq and have a chance to talk to some of the commanders on the ground, I'm sure I'll have more information and will continue to refine my policies."

He also chose not to make a case for the hard timeline that he laid out in the primary season. "My 16-month timeline, if you examine everything that I've said, was always premised on making sure that our troops were safe," he said.

Obama's statements led to news reports that he was backing away from his plan.
