Why does Obama want to limit the lifeblood of plants? You know... those things that give us food, beautiful scenery, and shade?
The obvious reason is that he believes the scam man Gore and the dishonest scientists like Mann and Hansen.... Global Warming. Yet it appears he is ignorant to the fact the the EU signers of the Kyoto protocol have found they cannot meet the standards set in the accord. They have also found that to survive economically a great part of their industry must be made exempt. Today.. they are working to essentially undo the folly of Kyoto.

Why does Obama want to follow a path proven to lead to failure and economic turmoil?
Between Global Warming and Global Cooling... Cooling holds the edge right now and has for the last decade. Between the two it is more probable that we will enter another period similar to the Little Ice Age. Such a time will be very difficult for man. Food production will decrease, energy demand will increase substantially. Obama will be further limiting both.
