Neteller Treating p2p Transfers as Withdrawals Now

At their site, Neteller is stating that p2p transfers (click on the p2p heading) are being treated as withdrawals now. Does that negatively affect a US resident trying to p2p a non-US resident, since US residents can't make withdrawals?
