There's no scandal whatsoever. The only way people get removed from the rolls is either notification, or long term inactivity. Virtually no one calls the Election boards to tell them that someone died. My mom died in 2012. I'm sure she's still on the Florida rolls. I wouldn't even know who to contact to remove her, and it was hardly a priority when she died.
