Did Keynes really predict that?

I know a French writer did back in the 60's, he was clearly wrong but it is easy to see where his predictions went awry.

edit: he did say that....I read it from the writer and not him.

I've never had a job that required my attention for 40 hours a week. The problem was
that most of my excess time was spent fixing other peoples screw ups. If it weren't
for that I could have easily have handled my main responsibilities in 24 hours a week.
