Whether or not we consider historic drops in extreme poverty 'appreciable' is unimportant It has been happening slowly and consistently over the past couple centuries. It seems this lecture uses numbers from around 2005-06 (though the video itself may have been from later, data in these areas is usually a few years behind). In the years since then rates of extreme poverty has fallen by about 5%. Any decrease like this is good. Continuing to see these drops in the future is just as important.
