I'll give most of the blame to Smith, these are his players out there and have been for the last 10 years. The guy is horrible at drafts and signing free agents.

Have the coaches done their job? No, not at all. O'Brien came in last year and took a 2-14 team to a 9-7 record though. The Texans are just weak at critical positions. They suck at QB, RB, O-line, LB's, and secondary. Hard to win when you suck at so many positions.

Rick Smith needs to go, and the new GM should have the option of keeping O'Brien or bringing in his own guy.

Yeah, Smith has missed on many 2nd and 3rd rounders, which are in theory supposed to be starters. Like I said, I think the new GM if hired should get his choice on the coach. I could care less who the coach is as long as the team is winning on the field.

Unfortunately for me, I've pretty much watched a crappy Houston team since the early 70's. Sure, the Oiler's had a few great years, especially with Earl Campbell and back to back AFC championship appearances. Moon had some good years as well, but that Buffalo loss was it for him and that team. I'd like to have a great team here in Houston, but with the current team, along with the coaches up to the GM, I don't see it happening anytime soon.

On his wikipedia page:

Rick Smith is currently the General Manager of the Houston Texans of the NFL. Smith for some reason is unable to get fired by the Texans, because he probably has incriminating information about Bob McNair, the Texans owner.
