Pretty surre there was a Rockets game somewhat recently that was 19-18 four minutes into the first quarter...

Shockingly, one of the lowest scoring games in the shot clock era was last season between the Thunder and Rockets, I believe it ended 69-65. I believe the lowest scoring game ever with the shot clock was the Heat-Sixers in the mid-90's, Miami won something like 65-55.
