When you do it states NY leadership dropped the ball the same as the White House, Congress, Senate, TSA and pretty much every other governor did. International travel ban came too late and there was virtually zero screening on inbound flights. People herded into lines to wait for hrs and asked by a screener if you were sick and if you were to stay home for a bit whenever you get there. That was my experience at jfk inbound from Spain. Connecting flights all over country filled with sick individuals passing it on.
