I am looking for legit non partisan answers. Many people have ripped Bush for not calling for an evacuation of New Orleans and not doing enough to help. I agree that it is crazy how long it took to help our stranded countrymen in the flood, I can't beleive we could not have sent naval ships and more national guard and coast troops quicker. We seem to send our people to other countries disasters quicker.

My question is who is responsible for calling the evacuation of a US city?


I would think it was the Mayor or the Governor of the State and not that of the federal government. The big emergency we have in Philadelphia area are Blizzards or Ice Storms. I believe that Mayor Nutter or Governor Rendell make the call to make it mandatory that only state emplyees and rescue personel are on the roads.

I did not doing anything to help except pay my taxes which should go to our military and infrastructure.

If Bush had sent in troops or fedral agnets and basically took over the City and Katrina went another direction Bush would have been called a NAZI and an occupier.

It starts with the Mayor and the cities plans on what to do.They had none.
As far as the levees go.New Orleans had been given miliions upon milions of dollars over the years for them but again run entirley by democrats they squandered the money.

Bullshit.They would have bitched for Bush overstepping his bounds.

This was a cluster fuck of the highest order and it begins at the local level not federal.

Bush' biggest fault was hiring an extremely unqualified friend to run FEMA. Michael Brown even went so far as to quip "can I resign now" during the Katrina disaster. Another shining moment for the Bush administration.

It's pretty vulgar that people keep showing that picture of the submerged buses. There were discussions between local officials and FEMA prior to the hurricane and the breach of the levees. FEMA told the local officials not to use those buses (there wasn't anyone to drive them anyway, they had evacuated). Instead, FEMA informed the local officials that they would provide buses, if needed.

Meanwhile when all was said and done, the White House, FEMA, etc. kept saying "we're not going to play the blame game". At the same time all of there minions and instruments in the media were doing just that. It was really disgusting to see them playing politcs with a life and death situation.
