Brad Biggs of the Chicago Tribune confirms that Cutler's clearance for the workout shows there's "obviously a strong chance he starts Sunday." Cutler appears likely to put in a near-full week of practice after his Week 4 concussion was diagnosed as mild in nature. He'll be a low-end QB1 in the matchup.

Jay Cutler must have emerged from Wednesday's limited workout still showing symptoms from his concussion. Against a woeful Carolina team on the road, Collins will be asked to manage the game and try to let his defense win. Matt Forte and Chester Taylor should see extra carries while Johnny Knox should be downgraded significantly. This will be Collins' first start since 2007.

A November 13, 2004, story in The Tennessean said that Cutler was concussed three times as a Commodore, and he suffered another in the Broncos' 2006 finale. At his weekly quarterback presser Wednesday, Cutler claimed his Week 4 concussion was the first of his life. Cutler was able to practice last week, but his documented history likely played a major role in the Bears' decision to deactivate him against the Panthers. He's fully cleared for Week 6.
