Neteller allows Maryland customers to perform all the following transactions: transfers to and from members; transfers to and from merchants; and withdrawals. Also, you have to be grandfathered in, to get those transactions allowed. They do NOT, however, allow deposits for MD customers.

I have made transfers to and from merchants and withdrawals many times, as recently as last week. I haven't made any transfers to and from members, but I talked to a Neteller rep that told me that the only thing I'm not allowed to do is deposit.
