Inquiry-Its legal to place a bet to a USA pool on greyhound/horse from outside of USA

As far as I know, if the betting company is off shore the U.S government has nothing to do w/ it.

If someone get a pick six, what happend with the taxes?.

The pick six was placed outside of United State for example, Europe, and pays $400,000 USD. The pick six wager was commingle with the USA pool.

Which will be the situation?, Free Tax?, Apply tax as non-resident of Usa?

Zero tax, law was just changed. From this end that is, & assuming the foreign place won't slap a tax on.......
