Other than patrolling no-fly zones, Clinton avoided the savage cultures that have shown to employ that particular capability. One such culture was Somalia. Without neither supporting nor condemning that action, there were some troops that were brutally killed. Is that worse than beheadings? Each individual can make their own decision.
You can blame a lot of things on Bush but not the beheadings of American civilians. The people responsible may not like Americans within their borders (military or civilian) but things like killing 35 kids so you can kill 1 soldier tends to destroy any credibility that you might have had otherwise. For me, the bottom line is that you have to look at the probable tactics of your opponent and act accordingly. Which, in this case, means harsher treatment by the Americans.
