I'd have to say no. The +1.5 is a much better bet here IMO.

Actually there are multiple options for betting. At Pinny there is a Brazil or Croatia or Draw betting option in the first shaded box. If you pick Cro to win there +977 and they tie you will lose. That's why there is the draw box option.

However if you go all the way down you will see just Brazil pk -1000 and Croatia pk +850. There if you bet Croatia and they tie you will push your bet. Same if you bet Brazil. That's why it's just high odds with Brazil. They believe that Brazil will not lose this game. At worst a tie but that's a high price to pay.

I'm pretty sure but not 100% because soccer betting is sometimes tricky about what the rules are.
