You are assuming a few things.
1. They were not already used (ahem .. Iran, Kurds).
2. They were not destroyed.

I don't doubt that he has them, but given our new "preventive" aggressive hostile nature, I would imagine that now every nation must now scramble to aquire as many weapons (new arms race) as possible - just in case the USA decides to "preventively" (without evidence) attack them.

Afterall, "security" is priority #1. One can only pray the rest of the world doesn't follow our lead.
