given the extremely high child mortality rate in iraq,that may be a difficult question to answer.....we could argue that sanctions cause this....or saddam`s greed and disregard for his own people....you know those palaces and monuments aren`t done on the cheap....with children in such dire circumstances,you`d think maybe he could cut back on the imported cuban cigars...
