Yes, but "knowingly" is very hard to prove. Most of the time, it's just another infected computer-and there are a TON of them.

yes it is ... if a hacker is sending out malicious code to disrupt or harm the information systems of an organization such as the DOD, NAS will be all over his ass

if it is a couple of kids fooling around infecting a Outlook phone book email addresses, annoying but who cares

It was sent on purpose by some moron (step daughters boyfriend) who was trying to trick my wife into clicking the link (german language virus).He know exactly what he was doing. If anyone could get info on the following ip address it would be appreciated as i am not too computer savvy and don't how to find info on it.thanks

cant get exaclty the name etc but you can get the location.that i.p address is coming from new york.its in between jersey city and union city.hope that helps.

It is within a block of IP addresses owned or operated by Verizon.
