I swear there are teams that have a play in their repertoire where they are at home and it's 4th and 1 with the ball just out of field goal range. They want to punt but they know the home fans will hate that so what they do to achieve their goal of punting without disappointing the fans is to look like they are going for it, but screw it up with a 5 yard penalty before the snap. Now they have to punt and the fans just accept it.
