I believe it's illegal for Bush to write a blank check without Congress's approval. Does anyone know for certain?

I believe Congress allocates funds in the budget for such disasters that the president can spend as he wishes. Now, as to whether this is constitutional is another debate.

I'm almost certain Congress must approve the transfer of cash to foriegn nations. Surely that's the case, correct?

If Congress must approve it matters little, as bush can just request they abnegate their responsibility as they did in war declerations.

i believe the president has the power to send as much aid as he wants in the beginning, but eventually i believe congress can take action to curtail that amount. I am not positive how the process works, but i dont recall a time that congress stepped in and prevented a president from giving as much aid as he thought was needed for a foreign disaster

Wow! So you believe if Bush decides to send 50 BILLION to the warlords that's OK. I don't believe the United States Constitution allows for him to send a dime. This is illegal and the American taxpayers should not be obligated to send a penny. Private donations are OK to the Salvation Army or a few other organizations. If an American decides to send money that's OK the US Gov cannot force Americans to send tax dollars overseas to warlords.

I may have opinions, but I think they're immaterial at this point in the game, furthermore my political enthusiasm or more precisely the lack of, prevents me from discussing the topics at lenght.
