House OKs retooled sports betting plan

A reworked sports betting bill passed the Delaware House of Representatives early Friday, greatly improving the odds that the First State will become the only state east of the Mississippi to allow legal gambling on sporting events.

An earlier version of the bill that would have authorized sports betting fell two votes short of a needed three-fifths majority on Tuesday. But the proposal, backed by Gov. Jack Markell as a means to address the state's fiscal crisis, was amended to address some concerns of the state's three racetrack/casinos.

"My administration worked with the leadership in the house and senate to get this done," Markell said in a prepared statement. "We never stopped fighting to do what was right for the taxpayers of Delaware."

Under the new proposal, the racetrack/casinos will eventually be allowed to conduct table games -- currently, only slot machines and other electronic gaming are allowed -- and will see a larger share of sports betting revenues than what was initially proposed.

The reworked bill passed the House 30-4. It still requires passage in the state Senate and Markell's signature to become law.

Markell said the current proposal bill will bring in an estimated $52 million in fiscal 2010, but added that could increase if table games are running by early next year, according to The News Journal of Wilmington. Markell is already proposing an 8 percent wage decrease for state workers as Delaware deals with budget woes.

Major sports leagues and the NCAA have opposed the proposal.
Delaware, which briefly experimented with a sports lottery in the 1970s, is one of four states grandfathered under a 1992 law that bars states from establishing legal sports betting. Montana, Oregon and Nevada are the others.

Live 20 minutes from here so have been keeping track. From a sports betting standpoint this will not be worth it for the serious better. It appears you will have to bet a minimum of 2 teams and I believe the payout will be slightly less than a typical parlay payout you can get offshore or with a local. Really don't see the sports betting aspect adding as much revenue as they think as only the misinformed will play it.

However they did apparently thrown in table games to the mix to get this passed. So assuming BJ, Roulette, etc will be offered with live dealers. So if that is the case that will probably bring in some good revenue as the closest live dealer table action is 2 hours away in Atlantic City. This will definately further hurt AC's business.

I want to say like most of you probably think "Hey, at least it's a start"

But......as you stated above, it's almost senseless because most who are already betting on sports with locals or online in that area will continue to do so since because they did it half-azz.......

If this gets passed for Delaware it will only be a matter of time until Atlantic City has some sort of sports betting.

We've seen this played out with slots at racetracks over the last 10 years in the MD-DEL-WVA area. Once the first state did it the others followed suit. It took MD a while (and they really managed to screw it up), but they eventually passed it. The politicians hate seeing their potential tax income going to another state.

If what GoGo says is true about the minimum 2-team bet rule, this legalization of gambling can turn out to be a bad thing in the future.

LOL if cards come out on Tuesday with a scan tron type lottery scanner with stale lines by the weekend. So what if it's parlays only, there will be overlays galore.

Actually the governor sent a proposal to the state Senate to study the possibility of single team wagering :). It looks like it could be the "full deal".

"He's hoping to do more than offer up parlays, too. The governor has already asked the State Supreme Court to rule whether or not head-to-head betting is legal in the state. The Court declined to rule until after the bill had become law.

Round up the NFL legal team. It’s official.

The state of Delaware made sports betting legal today as Gov. Jack Martell signed a legislative bill into law, which sets the stage for a formal legal challenge from the NFL, according to the Associated Press.

It will likely trigger a race against the clock to seek a potential injunction since Delaware officials stated that they intend to have sports betting operational in the next three months in advance of the NFL and college football schedule.

The NFL has already filed a legal brief with Delaware’s state Supreme Court, making the argument that its games can’t be considered “chance” due to the role that skill plays in determining the outcome of games, according to the Wilmington News Journal.

A hearing is set for May 21 before the state Supreme Court.
