Could our gov/CIA have caused this?

They developed a environmental altering/weather machine called HAARP located in Alaska could have the capability to cause hurricanes(two within the a week in Florida before the elections and many more destruction in the past 4 years all over the world that we've never seen at these quantities AND magnitudes), and even a rare 8+ earthquakes and Tsunami in Asia. I'm not so sure? Doc Mullah is the resident Rx expert on conspiracy theories (he has a ton of consiracy theories about Bush and Cheney) and he says that Bill Clinton is involved in this earth quake thing.

Doc Mullah could be right, Who am I to argue with someone who knows so much about everything!
